AquaticLife T5 Repair Question

I have an AquaticLife 48" 4 bulb T5 fixture over my 90 gallon reef tank. Having problems with bulbs 2 and 4. I can never have both of them on at the same time. When I get one lit, the other goes out and vice versa. When inserting a bulb today, I did hear a short buzzing sound suggesting that something was either shorting or frying.

Would this be an end cap issue, ballast or other?

Not sure about that specific brand, but I'd open it up and replace the ballast. Sometimes they have to small ignitor that you can replace, but a replacement ballast isn't too expensive. There are many number of types, so I would write the model of the ballast down and post back here so we can find a way replacement.
