All day they have been doing this then sometimes they hang together and chill.
 
Yes, lip locking is fighting. They may be too close in size or possible two fish that are already going female. Neither looks ready to back down. Probably time to trade one in for a smaller juvie.

This is past the point of aggression and they need to be seperated before the result is death of one. Isolate the larger of the two which is likely the female and often the aggressor trying to establish hierarchy within the tank.
