I watched a video on pervious concrete and was wondering, maybe one could make artificial rock more porous using the process used to make pervious concrete and crushed coral sand.

This will offer very little buffering capability but May work especially if bacteria is added

Coral sand or crushed coral gravel, the increased surface area likely will help with cabonate levels as endoliths establish themselves. Your corals may like it better too, see this paper on artificial substrates (FYI "genet" ~ genotype or clone line)

The more porous you make it, the more crud will get stuck in there. Like a glued together uncleanable sand bed.
