Best way to bond/glue a existing aquascape underwater

Hello newbie question I’m sure this has been asked but having trouble locating the answer I have year old tank and I finally have the aquascape where I like it have quite a few smaller pieces on the top and looking to get a sea urchin and my Halloween hermit moves the smaller pieces now so I am sure the sea urchin will also so how would I bond/glue the pieces together starting at the top and working my way down? I have all the time in the world so I would bond/glue one thing a week as to not mess with the chemistry of the tank?

I tried a lot, reef epoxy works OK... to be honest mostly just arranging so gravity holds was what I found works the best.
