Best way to clean a skimmer with chemicals?

Depends on the plastic and the exposure time.
I was reading plexiglass is good at resisting sodium hydroxide possibly for a very long time, but petg plastic which the white spiral thing looks to be 3d printed and commonly made from petg, is not resistant to sodium hydroxide. Ill probably try bleach. And your right its a shame that part can't be removed.

Bear in mind that bleach is also high in pH, like hydroxide.
