Black substance, algae or bacteria?

It has been 3 months since I opened the tank. No3 and po4 have always been 0. Green algae appears on the tank wall every 2-3 days. Recently, the rocks are covered with black matter, which is covered with hair. Under white light, I can see that there are hairs, which is very strange. It is difficult to remove and reproduces very quickly. Is there any way to deal with this black substance?

It looks like some sort of hair algae. to me.
also you No3 and po4 should not be 0. That may be contributing to your algae lssue. Your corals need No3 and po4 to grow. what are you testing with?

is there any flow in the tank? Nothing is moving, and it looks like stuff is growing on the leather also, and it can't shed.

The coral base will also be covered with this, and the reproduction speed is very fast. I took out part of the base and soaked it with reefhd flux for 3 days, but it had no effect.

I just get/spotted similar staff in 3 places, all beneath rocks( bottom/out of light) locations. Substance is black (with darkest bluish tint). Its micro hairy, looks like something between hairy mushroom and algae.
