Brine shrimp eggs hatched but empty capsules not floating

I've been hatching brine shrimp for a while now to feel a container of aptasia and some corals in my tank but this is the first time i've had this issue. I am confident in the brand that I use and just by looking it is obvious that most of the cysts have hatched however the empty shells are not floating as the usually do. I was a bit heavy handed on the baking soda this time, could that be the issue?
