Brs par reading videos

Stupid question when BRS does there par reading videos and they say the reading is at a depth of 6 in or 12in or whatever do they mean 6 in below the light or 6 in below the waterline ? I'm confused because in the video they'll say we mounted the fixture 6 in above the water and took a reading at a depth of 6 in so that's either a foot off the light or just at the top of the water line ?

They are referring to below the water level. They mount the light 6 inches off the water surface and at a depth of 6 inches they are then measuring 12 inches away from the fixture. :)
