Budget friendly tank need advice

Hi all, this is my first post here and i would like some help understanding certain things, ive been researching and watching brstv for the last few months and its really helped me understand more about fishkeeping in general, im moving from fresh to salt and ive got to say, i feel like half the time i need to be a rocket scientist just to get a tank filled with water.

I was planning on going with a 90 to 200 litre tank with just a skimmer as ive heard live rock houses beneficial bacteria.

I was planning on going with a sump but this is what confuses me and has been a barrier for me to get going sooner, i dont want to drill holes in my aquarium and i cant afford the high price tags of tanks with already built in weirs and overflows.

I was going to build a overflow but it looks complicating and ive heard the siphon could stop, or i could flood my house.

Can i just attach a return pump inside my aquarium with a divider of course, run it into my sump then have another pump to return the water to the aquarium?

Its daunting but as a kid ive always wanted a saltwater tank, and its a dream to have a thriving reef in my living room.

Im thinking of 101 different problems and i feel like im doing maths at a higher degree (when i struggle with basics) it looks simple but i dont want to put myself down to much.

Im also looking for budget friendly lights ive been looking at popbloom and i think ive heard that some people have had good success keeping lps and sps.

No to be blunt, but absolutely not! You will never match the pumps and will have a disaster.

I might just stick with a sump or hob filter for now, thanks for the advice!

Personally, lights are something I wouldn't cheap out on. You want your coral to be able to grow happily and healthily, and poor lighting is going to give poor results
