can bubble tip anemones move over sand?

hey so i knnow people have wavemaker guards on their wavemakers to protect anemones, but if i have mine only on rock structure and the rock doesnt touch the glass, can they even move onto the glass?
 
also can i use a canister filter for flow instead of a powerhead and then not have to worry about a guard?
 
BTAs can inflate and become buoyant and float all over the tank, eventually and inevitably getting sucked into a powerhead or intake of a canister filter (anything that sucks in water with a decent pressure).
