Candy cane dieing on one side

Hello.
My candy cane has started to shrivel and die on one side.
There have been no recent changes.
dKH 9.5
NO3 15
PO4 0.07
pH between 8.1 and 8.3
Salinity 34.5
Temp 25 oC

It is doing great on the right side, but the left side has been going downhill for a few days.

What is that blue thing under the candy cane? I can't tell if its a coral or a snail. It might be coral warfare
 
:-). A big blog of epoxy. My Halloween urchin liked to parade around the tank with Candy cane hats.
