putting a fan up top of the tank to blow air across the water surface will lower the water temp by a few degrees, but I never heard of doing this as a means of oxygenating the water.

The 2 common ways of oxygenating the water is with a protein skimmer, and/or by pointing a powerhead at the water surface to create agitation. More agitation the better, think of white water rapids
