China Black box grounded.

Hello, need some advice guys. I have 3 CBB led fixture and one of them shocked me when I touched the water. I did the process of elimination and found out that one of the lights was the culprit. My question is, if this light is grounded. Can it be fixed? I have attached some picture for reference. Oh BTW I'm in a country where there is no 3rd prong on the plug. No ground on the outlet and the voltage went up to 12v when I tested the water.

Are you comfortable opening the light and looking inside? If the light is new it should be visible where something hot is touching the case.
