Citron and Clown goby

Hey y’all I was told housing a citron and clown goby together would be fine. However after a week of them together it has been strange. After adding the citron goby they seemed to get along and perch near each other. We’ll the citron has made his territory near the wave maker towards the top of the tank and whenever the clown goby swims by the top over there the citron nips at him and they get into a little skirmish. After that the clown goby will perch on the sand directly below him and they are fine. However as soon as the clown goby swims near him at the top, only the citron nips while the clown goby just darts away!!!
I notice no body marks on both but the citron tail looks to be oddly shaped like it was nipped.
