Cleaning dry rock from marketplace

I recently picked up a 37 gallon setup from Facebook marketplace. I came with a stand, sump, 37 gallon tank and plumbing. Here is the list of what it came with
I Just bought this new aquarium from Facebook.
37 gallon tank
drilled on the back for an eclipse S overflow.
Tank is 24 inches wide, 20 tall and 18 deep.
Comes with:
Stand
Jebao dcp 3500 return pump
Red Sea reef mat nano fleece roller
1 extra rolls of fleece
Glowrium Saltwater WiFi light
all plumbing
some rock
Sump - 10 gallon with fleece roller baffle.
How do I clean it the rock in particular? I soaked the tank and sump in some vinegar and warm and cleaned with a Mr clean to get stubborn algae. The pipes i soaked aswell with warm water and cleaned with pipe cleaners and bristle brushes. The rocks are where im stuck. How should i clean them well? Soak in tap water? Also if you have any ideas for the tank leave them!

Assuming the rock is previously used and has since dried out completely; what I would do is throw it in a brute trash can with salt water, a powerhead, and a heater. Throw the lid on and wait a week before testing the water for ammonia. It should jumpstart its own cycle with the dead organisms on it.
