Cleaning dryside EcoTech MP10

Weird, I know. I bought a used tank and the dryside of the MP10, the part that is slightly rubberized, is disgustingly sticky. I'm wondering if anyone knows the best way to try to clean this off. Water and alcohol don't work. The same is on the rims of the radion's that came with this tank. Is this a normal build up of crud associated with running a saltwater tank or was the last person gross. Thanks.

I wonder if the previous owner used a chemical to clean them that damaged the surface of the plastic. I have 8 vortechs that have been running for years and have not experienced this but I rarely clean them and if I do it's just a quick wipe off with a slightly damp cloth to remove dust. Maybe try something like goo gone or other type of adhesive remover on a small area?
