Cloudy water issue

Hey guys , can't seem to get my.water clear despite doing 45 litre water changes in a 130 litre tank almost weekly . Seems to have a film on the top of the water . Currently run seachem tidal 55 as filtration . Am I going to need a skimmer ?

I don't see any powerheads in the tank, I would add one or two and get the water moving, aim those powerheads at the surface to create surface agitation and help oxygenate the water.

Stop doing water changes while you have this bacteria bloom, water changes feed the bloom. Just wait and it should clear itself a week or two. You can add activated carbon in your filter to help.

I have 2 powerheads. A jebao sw4 on the left and a sicce 2000 on the right .
Should I point them both to the surface for now ?

what are you using for filtration ? filter floss?
crank up the flow to move the water into the HOB.

are those dry rocks or live ? can you take few pics with clear light or use a filter of some sort ?
dont take pics under blue light.

How long has the tank been setup? When did you add your sand? Have you been testing for ammonia?
