Cloudy water

I can’t seem to get this tank to not be cloudy, I’ve done different set ups of filtration, different flow, all my water tests are dang near perfect,, trying to figure out what to do!

How old is your tank
Flow you are using?
What are your parameters and what are you using to test them?
 
Are you dosing anything?
 
Although impossible to tell from blue tinted photo I suspect it's heterotrophic bacterial bloom, common in newly established tanks with subpar biological filtration capacity.Don't see fish in the picture, but I suspect there are some, so if they are stop feeding for a bit, consider activated carbon and UV filter.
 
If bacteria bloom it should go away in time as tank matures or to can use UV. If particulates then you need better filtration or you can try dosing some DIY Coral Snow (search board for threads on this).
