Clownfish torn tail - pair fighting too long?

I bought a pair of Davinci juvenile clowns (about 1.5 inch long) and have had them in QT for a month. Now one of them has a torn tail fin, and will submit to the other while the suspected female will ram him for 5+ minutes. Is it normal for this behavior to go on for so long and to result in torn fins?
