Clowns with anenemone

I only have 4 in 70 gallon aquarium. Two are clowns and two are cardinals. I am wondering if not having fish in tank hinders the relationship. I can get get the anenemone to host a clown but after release the clown never returns. I am on my 4th try

After the clown is free to Rome the aquarium it never returns to anenemone
