Comline 9012 skimmer help

so I turned it on and got this and the instructions leave a lot to be desired. The only thing I saw remotely helpful was it said if the lid is not LOCKED properly it will blow air bubbles out of the return and as you can see its definitely not locked down but I see no other way to do it other than it just sits there. If I open the return screw up it just foams out the top too. I can get the top foam regulated but the return bubbles never stop. Please help

Is it set in the proper water depth?

As far as I know yes. The instructions say midway up the grates and thats where I've got it BUT I've watched a couple videos on it and eventhough no one ever said they all seem to have the water level at the very top of the grated part so I may try that
