Started growing out of a colony of zoos that are slowly dying off for some reason. Has grown in size but not sure what it could be... Any thoughts?

Some type of Fungia species. It's probably stinging the Zoanthids, which is why they're dying off. Check it out, at night, to see the long stinger tentacles that it can put out.

Will he eventually fall off or stay attached? I always wondered how plates multiplied...

Depending on the species, it MIGHT actually fall off and then move. Fungia are a family of corals that are capable of moving themselves. Once it's developed a complete skeleton, you can probably snap the skeleton off of the "stem" that it's probably sitting on.
