I don't think they count these. When he runs the number generator he checks a couple of things. If the winner hasn't done an official entry, they're not eligible to win and I'm guessing he draws again. If the post isn't an actual entry, same thing. Posting gifs is great for keeping the giveaway at the top of the list which is encouraged (I think/hope!).
