I just scavenged near a local beach for this fella thinking it was an emerald crab. Any idea what type of crab this is and if they are reef safe?

No crab safe in the confines of a glass box.
If you keep expensive stuff, beware of the risks.
He looks like trouble.
 
Looks like it may be a Grapsid/Shore Crab (taxonomic family Grapsidae) of some kind, possibly a Pachygrapsus sp., though I don't know for sure. That said, I agree that it's probably not reef-safe.
