crape myrtle help needed

the third trunk of my crape myrtle has alive branches (green when scratching the bark) but buds are not forming for the leaves. It may be from a late cold spell or the cold winter we had but…..

Can i expect it to form buds and leaves later this season? If not, just leave the branches alone until next summer? Green but not growing and driving me mad.
