Critique my aquarium design

Hello all, recently Ive become interested in breeding clownfish in my spare bedroom. To accomplish this I will be building a rack with several aquariums on it. Starting at the bottom my plan is to have a sump of 10 gallons with some sort of refugium. On this bottom shelf I also plan to put a rotifer and brine shrimp culture. The next level of the rack will feature a 40 gal breeder with dividers in it to have some modularity. Above the 40 g breeder would be the 10 gallon fry tank sitting perpendicular in the rack( no particular reason just to save space).

Some concerns I have:
1) Is a 10 gallon sump enough to handle a 40 gallon breedder that may have dozens of juvenile clownfish at once?
2) Would a protein skimmer be recommended for my sump? If so what size?

Skimmer I would go with an Icecap K-100 they work for that tank size.
Not sure about the sump, it might work but I will bump this thread for more help.
