Cyano or Dinos?

Hi everyone, I’m having a bit of trouble with my sand bed. Here’s my back story…
I upgraded my tank back in September so 3 nearly 4 months ago. I used the same rock (plus new) new caribsea live sand, new water and some old to help the cycle.
Everything was going great, fish and corals all happy!
Until maybe 2-3 weeks ago I started to develop this browny red film over the sand! I syphon it or disturb it and it comes straight back! Later in the day it turns more stringy. No air bubbles just a covering over the sand! I’ve upped the flow but no help! My nitrates are 0.24 and phosphates 0.14 (got them down from 0.32 with rowaphos)
I tried chanoRX but no luck!
Am I looking at cyano or Dinos?

I have fought Dino’s repeatedly over the last few years and tanks. I have researched for hours and hours and tried many approaches.

Blackout and UV works the best and is my go to.
