I could see fast starting a tank with a lot of fish by changing out the 50% to 75% of water every day and vacuuming the sand bed. You will still have the disease issue to ponder. After 2 months you should be good to go with fewer and smaller water changes as your bacteria grows to support the bio-load.
Note: be sure to rinse your sand before adding it to your tank.
