Cycling a new 86 gallon display 28 gallon sump 114 gallons total tank. Using aqua forest hybrid pro salt, live sand, dry rock, polyp lab genesis rock and genesis bacteria, and dr Tim’s one and only. My ammonia hasn’t gotten above 0.05 even with adding 4 drops per gallon a total of 365 drops twice now. my nitrites haven’t got above 0.2, nitrates went up to 35.9ppm and are back down to 15.1 is this normal? Seems like it’s not cycling

Sounds like it's cycling just fine. It's just not quite there yet. The goal you're looking for is 2ppm to zero with ammonia in 24 hours. After 4 or 5 days straight it's ready to go.
