Im on day 11 cycling with dr tims I have 0.25 ammonia and on day 9 I started seeing 0.25 nitrites for 3 days and today I seem to have a bacterial bloom is that normal.

Everything appears to be on track. You appear to have 5 nitrates but the API tests can be inaccurate and difficult to read. You will see that number shoot up in the coming days. Yes, it is normal to get a bacterial bloom from time to time during the beginning and bacteria multiplies and balances out.
