I got this candy cane coral from a tank with poor water conditions, is it dead or can it rebound?

That aint dead!
Gently scrub the algae off, out of the tank, and get it back in there. If it opens up after lights out(it should) feed it.

get a shallow dish of tank water to work in.

dont worry about taking it out of the water. if you dip the tooth brush in a soloution of peroxide (a cap full in about two cups of tank water) it'll help kill the algae. you DONT want that stuff in the tank. rinse in the old tank water.

If you can just take a cup of your tank wate,r put in a cap full of peroxide
toss the coral in there for about 5 min and place the coral back in your tank.
All the algae will die.
