If its moving, there is too little flow and even light which causes them to move closer t the source. Temporarily, you can use gutter mesh:

Ok, though he was in that spot for months. Maybe he wasn't feeling it. Who knows. The rbta he was next to is still in his spot.

Yes this will work to at least keep a little flow in tank but will need to be removed and cleaned often
