Do I rinse this sand? If so with just regular tap water

Yep! It's a good idea to rinse any sand before putting it in your tank, unless it's live sand.
And as a free tip... If you place a bowl on top of the sand once it's in your tank, then pour the water in the bowl, it will prevent excess clouding of the water as you fill the tank.

If wet, I place it right in tank and if dry, I run it through the bath tub in a clean bucket under moderate pressure until no longer cloudy
