Do us sterilizers/bulbs kill things like inch and velvet?

Recently just loss all my fish to a disease which was more than likely velvet and I really don't want to go through that again so I’m only going to buy fish from stores like dr reef and quarantine better. But if somehow ich or velvet got in my tank again would putting a uv bulb or sterilizer in my sump will it kill things like velvet or ich if it were to ever get in my tank again?

Well, the answer is yes, and no. If properly set up, it will kill free floating parasites but not enough to keep them out of your tank....only help manage them.
Could i set it it up in my tank like a said or would i have to put it on my tank light a regular light?

No, you can use UV directly in your sump. You need a dedicated unit pulling water from and returning to your sump though.....you can't just put a UV bulb over your sump.
