Today is my 30 day mark of copper I wanted to know if I need to remove 90 gallons of water and sterilize or if I can just remove copper with water changes

Copper tends to stick to the substrates as well as dissolve in the water. People say to use a product like cuprosorb or Polyfilters to remove copper. Water change will remove some but not all of the copper once it has been introduced into a tank.

I really don't understand your situation and question. I presume you want to lower the medication they are swimming in and that can be done over time with water changes or media or both. If you put ich free fish into another tank it does not make sense to add your clean fish to a contaminated tank. IF there was ich in the other tank it needs to sit fallow for 75 days (according to some folks) to prevent ich outbreak but if it's a new tank without ich you should be ok.
"Sterile" would be uncycled and that would not be good to stress your clean fish with a cycle.
