Raise the skimmer, the middle of the cup is the maximum water level and the foam exiting the intake is proof it is too deeply submerged. Any surfactant additive will also be a possible cause, dechlorinator, stress coat, algaecides, amino/vitamin supplements, medications, can all cause this reaction. As will non phenol free floss and organic exchange resins.

I would try slightly more than 1/4 of the intake submerged. When I ran this skimmer on my old tank I found the ideal was the 5th horizontal ray on the side of the cup.
