Does every tank have a boss/bully?

I am trying to switch from a semi predator tank to a peaceful, fully reef safe tank. I started by getting rid of my main aggressor which was a Picasso trigger. Next I had to get rid of my pair of Bird Wrasses. Now, my Kole Tang has an attitude.......if I keep removing fish I won't have anything left. I can't seem to add anything without one of my existing fish becoming a bully? I am afraid if I remove the Kole Tang, my Pajama Cardinal will become a terror lol :D
 
I'd imagine if you kept only one of each VERY peaceful fish like firefish or neon goby there may be no bully.

There will always be a pecking order. Add or subtract and they start jockeying for position.
 
My fish were peaceful when I had them all together.....but it has become impossible to add anything new, even after removing aggressive fish one at a time. My tank is now a Kole Tang, Pajama cardinal, Melanarus Wrasse, and McCosker's wrasse. The tang harrasses both wrasses, which are new. I removed a pair of Bird Wrasses, a lightning Maroon, and a Picasso Trigger.....and my tank has gotten more aggressive lol. I have a pair of clowns and a Solon Fairy Wrasse in QT but I am afraid to add them.
