Could the flow be too strong looks like it's getting blown up a lot at the bottom of it?

Yes is there a powerhead giving it direct flow if so I would move powerhead so the torch is getting indirect flow

Can’t tell from a still picture, but you will want slow back and forth movement. If there is just a unilateral sway then it is experiencing to much flow.
