Don't use Microbacter XLM with dry rock??

I am setting up a QT tank and planning on putting the fish in before it is cycled and keep up with water changes to control ammonia. However, I purchased a bottle of Microbacter Start XLM to seed some bacteria in the tank. But then I see in the directions not use it with live sand (mine will be bare bottom QT) or Dry rock seeded with bacteria. I have a chunk of Carbisea Life Rock I was going to use.
Has anyone else noticed this warning?

Yeah ive noticed this warning but ive only ever used it for a tank that didnt have any seeded or live bacteria to start.
I just used microbacter 7 now
