Dry Rock covering

Hello everyone. When I started my tank It began with dry rock, upon closer inspection I have noticed that there is some epoxy type substances covering certain sections of it. Does anyone know what this is?

It looks like natural coral skeleton to me. My guess is that part of those rocks were the underside of a coral ages ago.
