Mine actually budded up and grew new heads right on the side of the stalk in that area...is it possible that is new flesh? As I recall it stayed closed a bit while it was budding the new heads as well.
The flesh comes from within the calcified stalk. You'd see a bump aka the beginning of a new stalk before the new head emerges. Also heads will split into 2 from the same stalk.
None of this includes the formation of a brown gel like substance.
I highly recommend you remove the Coral just to be safe as BJD spreads quickly. I'm not 100% positive that it is indeed BJD but treating or dipping the Coral won't hurt it.

Theirs no brown jelly I even touched it. I asked the person i got it from he said a hammer stung it. And my coral banded shrimp whom I banished yesterday was always pestering into it.
