Eshopps nano skimmer help please

Just bought nano skimmer. Is the pump supposed to be fully submerged? Not sure how this works exactly but I’ll include a pic. It’s barely out of the water and bubbles are skimming, only issue I’m having is really how to do it lol. It’s on maximum flow

so pretty much what I’m asking is if this skimmer is set up correctly and should the water pump be fully in water?

Submersed yes and assure the water level when unit submersed is 6-7”
