Thanks guys. I figured it out it's a splendid dottyback.

I grabbed him up from my lfs for $9 as he was mislabeled as a damsel and I knew it wasn't, Not a bad deal. Here's the pics again in case I mislabeled also.

It is a type of dottyback. If it is in too small of a tank it could be on the aggressive side of things.

Yeah I've dealt with dottyback's before and if I had know that was what he was I would of passed even for the price. I'm going to try and rehome it as I had to do this with my neon dottyback due to aggression.
