Looke to be a skin irritation which has triggered mucus cones. See if spots increase over 24-48 hours to confirm

Could be bite marks from another fish or from flukes.

Are there similar marks on the other side?
Have you seen any fish rushing or chasing it?
Have you seen this fish flashing or scratching?
