Fish trauma.

Generally, with one eye looking like this, it is always an injury. With BOTH eyes affected, it is either a double injury (rare, but it can happen) or some infection. Was any work done on the tank that could have spooked it into hitting things in the tank? One other possibility is supersaturation of water with gas, like from a leak on the intake side of a pump. However, when that happens, most/all fish in the tank would show signs.

I think that moving the fish to a hospital tank and treating with Maracyn 1 (not #2) would be the best course of action here.
