fluorescent bulb to black light

i was just given a 29 gallon tank and setup and i bought a black light bulb for the hood, i like the glowing rocks lol... but the hood is from 99 and every few seconds the blub will flicker on and off... the hood is old enough to have one of the old bulb starters... my question is what is the best replacement for the starter for my black light bulb... the last time i had a black light setup i was 18 and i just bought the glofish setup with the bulb already in the hood
