Frag tank questions.

I am planing to use a 20 gallon high fish tank as a frag tank.

Question 1 what will be the best way to utilize the space. Since it is a high and not a long. Can I put maybe 2 layers? The one on the bottom for corals that need less light and the one on top that needs higher light?

Question 2 I was thinking of having a tailspot Benny for algae and activity. Or should I just have a couple snails and 1or 2 crabs instead.

Multiple layers can be fine as long as the corals have their light requirements and you can get the flow they want. SPS is racks higher up and acans and such on the bottom
