Doesn't look good. How is its breathing and swimming? It looks like some kind of gill disease. Is it new, or has it been there a while?

It is relatively new and started to develop a little while after I got him, He is breathing fine and he is quite active, when I got him out of the tank to do a freshwater dip, he wasn't lethargic at all, and nothing came off of him after the dip so I don't think it's a parasite

Sounds kind some kind of fungus or bacterial infection. Either is treatable with melafix.
