Got some old rocks, now what?

I am learning my dumb mistake of putting a bunch of dry rocks into my current tank and causing high phosphate. I did power washed the old live rocks, then soaked them with vinegar and water for a couple of weeks. Then I dried them under the sun for about a week then put them in the tank.

now I got some more old rocks and now what’s the correct way to prepare them for my next set up?

Also looking for a decent refugium light for under $70. I prefer blue over pink light
