Green cloudy water after carbon change

This is the params of the 40 so far. It's been a few weeks going, zero lights on.
How do I know for sure for sure when it's ready?

And yes, I'm going to be buying a better test kit. I have learned API isn't the most trustworthy
I trust at this point you're through the cycle and have moved the fish? Any update for us on R2R? As for future use of this tank as quarantine, I'd suggest a HOB filter rated for min 3x's the tank size for saltwater. The skimmers made for all in one tanks or HOB skimmers work well in smaller 20 gal and 40 gal breeder tanks.

I've had good success doing three weeks on, one week off for carbon reactor/ filters. Obviously change and clean the carbon reactor/ chamber when it is empty and DO NOT run the stagnant water back into tank if a pump/ filter sits idle for any length of time. Also, dose microbacter7 or another bacteria additive occasionally to keep bacteria strains level and not just one dominate.
